I'm familiar with cable cars, and I'm familiar with buses...is that a cable bus?

As has been mentioned--yes--the lines overhead power the buses.
This picture is form the 60s--although I this street would have still had those lines into the 70s
And I saw the same thing in Vancouver much later than that.

The Pacific Electric red cars ran along Huntington Beach from LA. I never rode on one, but remember my dad cussing at them where they shared the road with cars in Long Beach.
