That looks like Ted Cassidy, known as “Lurch” in The Addams Family, but I don’t recognize this character.

That's cool, in an extremely weird sort of way.
No, I checked his IMDB listing, nothing like that, but he did do a number of Westerns, and also quite a bit of animation voicework. But then, I could be mistaken that it’s Cassidy in that pic, it just looks like him to me.
No, that's definitely Ted Cassidy. Cross-checking another publicity still with the same "scar" makeup brings this up at the wikipedes (@leafhill may have been on the right track):

It looks awful, no wonder it only lasted 20 episodes, but Hanna-Barbera were behind it.
