The Boss DD-7 is an excellent delay and can be found pretty cheap used.
If you can find one the TC Electronics Nova Delay iB Modified is great, albeit more expensive.
On bass, I prefer a digital delay, and preferably one that doesn't try to emulate analog delays and their lossy nature. There are gobs of inexpensive-but-good delays to choose from. It is hard to find a really bad one.
Devil's advocate: I never could see much sense in delays or reverbs on bass guitar. If I wanted something that would be fun and spur creativity I'd get something synthy. Maybe a Boss SYB-5 or (probably more useful) a Source Audio Multiwave distortion.
My thinking is get the delay now and later get a chorus, maybe even the bh250.
