Tony Franklin Pickguard

Link Removed does, or did at one time. I haven't talked with them in a long time, so you might be best to call them and ask. I never saw it listed on their website, but they can get pretty much everything current from Fender.

IIRC, these are a long-lead time item. Don't be surprised if it takes a while for them to actually get it.

IIRC, (Which I could be wrong.) the Tony Franklin pickguard is just a regular everyday P bass pickguard, plus a routing for the 3 way switch.

I'm sure that if you can do a tracing of the pickguard, any custom pickguard manufacturer should be able to cut you one no problem, since they are used to doing the switch routing for Strat pickguards.

Just find a custom pickguard manufacturer and send them a tracing of your pickguard.
