No. An upright bass is not a cello. They are in different pitch ranges.
A bass is in the "bass voice" and a cello is in the "tenor voice". A viola is in the "alto voice" and a violin is in the "soprano voice". Just like a vocal chorus or quartet.

A double bass, "doubles" the bass part or cello, so it is deeper.

...and sounds an octave below the written notes in bass clef, so it is "double bass." That's the other story that goes with the word "double."
