Gut feeling says it's American made hardware presented to the other super powers in a way that is both a message and a veiled threat.
Not sure how I feel about it.

That's what I think. We've had hypersonic drones for years, it's just that nobody remembers. There was one in the news a number of years ago for doing some outrageous speed before it crashed. I'm sure they figured out its maneuverability since then.
I'm guessing a secret black op's project that is looking for more funding moving forward. By making the navy pilots look silly, the higher ups on the project will get more money to push on...
So all we have to do is figure out who most wants to make the navy look silly and we've found the culprits? That's a hypothesis I can get behind.
