This is gonna be one looooong thread. To people who aren't serious blues fans, 99% of blues artists are underrated and underappreciated. More to the point to the 99% they don't even exist
Very good point. While I consider Johnny Winter to be as well-known and appreciated as Eric Clapton, he is apparently beyond the mental event horizon of the general public.
I used to listen to a local DJ (Shelly Stewart) who had a Saturday morning show called Blues Before Sunrise and another show Saturday night. Saturday night listeners from all over the city would call in to request songs and report on the party they were attending. Among many others these guys where staples on both shows.

Gary Hoey has consistently been ranked as one of the top 100 guitarists of all time. He;s a friend of mine so I will admit that I am a little biased. Eric Gales Joe Bonamossa are also great.

I have always loved this guy. His bass player Corey Duplechin is incredible.

Without Willie Dixon, Led Zeppelin would have had to write their own songs from Day 1. What a different world this would be.
My vote is Otis Rush. He's not a nobody, but he should have been every bit as popular as his peers.
Blind Boy Paxton. I don't know if I'd pigeon hole him as blues, but he definitely plays some blues....
