I have Gallien Krueger 800RB. It has one amp rated at 100W into 8 ohms and another at 300 W into 4 ohms. The high amp at 100 W isn't confusing to me. I just don't know how things work on the Low 300 W amp. The 300 W low amp has 2 output jacks and it's looking for 8 ohms in each jack. I understand how parallel wiring impacts ohm load. I know I can use two 8 ohm cabs on that low amp. But, if I only use one 4 ohm cabinet, can I still use that output provided I only plug in one jack. Is it common to see cabs with two inputs where using both will yield a 4 ohm load? Thank you.

If the rated minimum load of an amplifier is 4 Ohms, you can plug in one 4 Ohm cab, or two 8 Ohm cabs.
Plugging two cabs into the two output jacks, or plugging into one of the output jacks and then "daisy chaining" to a second cab from the first cab are the same thing electrically.
Either way, it's all two cabs and the amp wired in parallel and the two cabs together present a 4 Ohm load to the amp.

So I'm still a little confused after reading all this. I just got a GK BL600. 4 ohm minimum, two output jacks. Can I run a 4 ohm cab on each jack or no?
No. The two output jacks are parallel to each other. So you could plug an 8-ohm cab into each jack, or a 4-ohm speaker into just one of them.
