"Vacation" destination recommendations

I want to go somewhere. It's been too long. I'm going alone. I can go anywhere Delta goes with my retired dad's miles. It'll likely be in January.

I want to go somewhere:
Cheap (relative to New York)
Cold, or at least not hot or humid.
Marijuana is legal/decriminalized and accessible for a tourist
Quiet
Most people speak at least some English
Not crowded

I don't care about the nightlife or a music scene. I want to go somewhere to hang out and relax and be away from here for maybe about a week.

Prague; though I’m not 100% sure about the accessibility of weed to tourists. Plenty of shops advertising it, but I’m pretty sure it’s mostly cbd/hemp.

This. My in-laws live on the western slope at the foot of the San Jaun mountain range near the Four Corners. That place meets a lot of your requirements.

Coastal Oregon is beautiful. Definitely cold in Jan. Legal weed? Hell, they have roadside billboards. "Need weed, see the Canaking"

Delta / KLM. Hit up Amsterdam, only 6 hrs from NYC, great city lots to do, great place to chill and get away from people in the Vandelpark or trains out of town. Everyone speaks English and the Herbal scene is legendary.
