And pray you end up on a KLM flight. Their service is WAY better than Delta. Practically ANYTHING is better than Delta. At least that's my experience.
Btw, didn't The Netherlands implement some kind of tourist ban for their "coffee shops" (=weed retailers) a couple of years ago? At least in some areas of the country? Not sure if this applies to Amsterdam, but it might at least be worth looking into if you plan on traveling around the country.
But yeah, great city. Definitely worth a visit, coffee shops or not.
+1 Amsterdam is great, everyone speaks English, public transportation is excellent and easy for visitors to navigate (all you need is a chip card), great museums, easy to travel throughout the Netherlands or Europe from there, great beer. Just stay away from the touristy areas, Red Light District, Dam Square
Local - stateside, Rent a room in the Ghost Ranch in Abiquiu, NM, Even this sleepy town has 1 -2 dispensaries and a lot in Espanola which is like 20 miles away . Not far from Santa Fe where there are arts and shows - Freddy Fripp was just here (so that's the kind of shows that they have) and Santa Fe is basically Californians and NYCD/LI/Philly transplants if you're missing the banter
Ghost Ranch has wifi but you are guaranteed to see stars at night and the silence is almost deafening for some folks that are from big cities. You can dine there or cook your own. Abiquiu was the place were Georgia O'Keefe hanged out and did all her work. But it is still rural, almost zero night life. If you befriend someone who has a fancy lake house on the nearby lake - they may have urban party style substances

I go there myself if I do not want to do wild camping and in the winter. It's like a mini retreat without retreat style incense and yoga mats and break out sessions They will leave you the f**ck alone. January is off season, there will be some snow but a lot of sun to cheer you up,
I've recommended that place to folks that have the same need's as you. I know you are into avant garde or new artsy music - so there will be jams around Santa Fe as well - 60 miles away. Charles Mingus' son lives there -- that's how I would start the name drop but there is a community. You probably do not want to do that anyway but tif you get bored and want to hear some stuff -- you will be surprised. But yeah dark sky and the loudest thing is your own breathing but you do not have to start a fire and a 20 below down jacket, dry, high elevation and the breakfast is guaranteed to be good, Ghost Ranch

I back the recommendations for Montreal. It's such a fun city. But based on your requirements, I think Ottawa is perhaps a better suggestion. It's a pretty boring place when compared to Montreal. That sounds like what you're going for.
Vancouver would be good I was told when I was there that there isn't a lot of snow and it isn't that cold in the winter, plus you can get to many destinations in about 3 hours. I drove up to Whistler B.C. in about 3 hours then to Seattle in about 3 hours. It is a beautiful area.
Rural Boulder - near(ish) Denver, Colorado. Or any of the little villages heading up north into the Rockies.
Sparse - friendly people, generally easy to find good food/bars, beautiful scenery and you can sit and look at mountains and trees or go walking.

The kids are smart. They take all the good stuff and leave the Tootsie Rolls and Fireballs for the requisition teams.

Love the Oregon Coast, spent my share of time in Lincoln, City. That place can be cold in July.
Portland Oregon is comparitively cheap to New York. Its cool and raining in January. Marijuana here is cheap, legal, very quality due to the mild weather, and accessible to anyone over 21 years of age with a valid state issue ID. The arboretum, Japanese garden, and Chinese garden are some of the most peaceful places you can find in a major metropolitan. Most people speak English here, but some here struggle with it as a second or third language; Spanish, Russian, and Vietnamese are the languages that people speak that aren't English. Lastly, it's not crowded. It's a strange place to live, but it could make for a great vacation, based on your criteria.
Tucson Arizona in January is very nice weather (average high/low of 80/55 i think), legal weed, most folks speak English, and taking a hike in the mountains is wonderful (and lower temp at altitude). You would want to go to more populated parts for good Sonoran food, but 4th street at night still isn't anything as busy as new york!
