Delta / KLM. Hit up Amsterdam only 6 hrs from NYC, great city lots to do, great place to chill and get away from people in the Vandelpark or trains out of town. everyone speaks English and the Herbal scene is legendary.
+1 Amsterdam is great, everyone speaks English, public transportation is excellent and easy for visitors to navigate (all you need is a chip card), great museums, easy to travel throughout the Netherlands or Europe from there, great beer. Just stay away from the touristy areas, Red Light District, Dam SquareDelta / KLM. Hit up Amsterdam, only 6 hrs from NYC, great city lots to do, great place to chill and get away from people in the Vandelpark or trains out of town. everyone speaks English and the Herbal scene is legendary.

Vancouver would be good I was told when I was there that there isn't a lot of snow and it isn't that cold in the winter, plus you can get to many destinations in about 3 hours. Coastal Oregon is beautiful. Definitely cold in Jan. Legal weed? Hell, they have roadside billboards. "Need weed, see the Canaking"
Portland Oregon is comparitively cheap to New York. Its cool and raining in January. Marijuana here is cheap, legal, very quality due to the mild weather, and accessible to anyone over 21 years of age with a valid state issue ID. The arboretum, Japanese garden, and Chinese garden are some of the most peaceful places you can find in a major metropolitan. Most people speak English here, but some here struggle with it as a second or third language; Spanish, Russian, and Vietnamese are the languages that people speak that aren't English. Lastly, it's not crowded. It's a strange place to live, but it could make for a great vacation, based on your criteria.I want to go somewhere. It's been too long. I'm going alone.
