"Vacation" destination recommendations

Today is our last day in Frisco Colorado. Sweet little small town. Fantastic weather this week. Gorgeous fall colors. Crisp cool mountain air. Dispensaries everywhere.

I want to go somewhere. It's been too long. I'm going alone. I can go anywhere Delta goes with my retired dad's miles. It'll likely be in January.

I want to go somewhere:
Cheap (relative to New York)
Cold, or at least not hot or humid.
Marijuana is legal/decriminalized and accessible for a tourist
Quiet
Most people speak at least some English
Not crowded

I don't care about the nightlife or a music scene. I want to go somewhere to hang out and relax and be away from here for maybe about a week.

Portland Maine meets all your requirements. It's out of season now so it's pretty affordable too.

If you're willing to travel west, consider Denver.

Delta / KLM. Hit up Amsterdam, only 6 hrs from NYC, great city lots to do, great place to chill and get away from people in the Vandelpark or trains out of town. Everyone speaks English and the Herbal scene is legendary.
If you do go to Amsterdam, which is a great city and offers a lot beyond the usual tourist traps, I'd recommend Noorwijk as a cool secondary location. It's a coastal town, artist colony, can be a bit of a tourist scene, but probably not in January and should be quiet and cold without being frigid. Starkly beautiful. About 45 minutes from Amsterdam and also the Hague.
