UP was my initial thought. There are only a couple "airports", but Houghton County has one. If you wait until the first week of February, you can check out one of the best winter festivals anywhere. Winter Carnival | Michigan TechMinnesota, or the UP of Michigan.
Second Santa Fe - really nice in January.Santa Fe, New Mexico. Or if you want smaller and more remote, Taos (Delta flies to Santa Fe but not to Taos, so you'd need to rent a car to get there).

I want to go somewhere... Cold, or at least not hot or humid.
I want to go somewhere. It's been too long. I'm going alone. I can go anywhere Delta goes with my retired dad's miles. It'll likely be in January.
I want to go somewhere:
Cheap (relative to New York)
Cold, or at least not hot or humid.
Marijuana is legal/decriminalized and accessible for a tourist
Quiet
Most people speak at least some English
Not crowded
I don't care about the nightlife or a music scene. I want to go somewhere to hang out and relax and be away from here for maybe about a week.
Yeah. My summer is like mid/upper sixties to mid seventies for the most part. I'm near Coos Bay but inland a few miles.Love the Oregon Coast, spent my share of time in Lincoln, City. That place can be cold in July.
Good choice too.Beautiful, but legal weed?
Colorado, away from the cities is very nice, my BIL lives out there. And legal weed too.
Can't go to Forks and not stop by there to say hi to the gang. Just don't go at night.
If you do go to Amsterdam, which is a great city and offers a lot beyond the usual tourist traps, I'd recommend Noorwijk as a cool secondary location. It's a coastal town, artist colony, can be a bit of a tourist scene, but probably not in January and should be quiet and cold without being frigid. Starkly beautiful. About 45 minutes from Amsterdam and also the Hague.Delta / KLM. Hit up Amsterdam, only 6 hrs from NYC, great city lots to do, great place to chill and get away from people in the Vandelpark or trains out of town. Everyone speaks English and the Herbal scene is legendary.

I spent a week in rural coastal Maine and it was delightful. ticks most of your boxes.
