The word "Alembic" comes to mind, as I look at the bridge and tailpiece. Which model? No idea... and, since they'll build just about anything you can dream up, who knows...? Anyway I'm voting Alembic...

"that guy" is Trevor Dunn - an older ('90s) pic of him playing with Mr Bungle. You might be able to reference him to see if you can get info on that bass.
The brand of bass is the least of my questions surrounding this photo.

I saw/heard them a number of times - loved that band!
Love this more recent project by Patton - Trevor Dunn on upright & Fender bass, Scott Amendola on drums and a few other Bay Area partners in crime. Can't believe that was already 10 yrs ago!

That would indeed be Trevor Dunn, Mr. Bungle and session bassist extraordinaire with his custom ordered Alembic Europa that he bought with his money advance from the first Mr. Bungle album I believe. One of the most underrated bassist in the music world today imo.
