What is this problem with my jazz??

Well Im guessing it is an intonation problem, because i just had this problem on my bass and fixed it quickly.

Thanks to the laws of phsyics there is a phenomena called "beats" no not your drummer. (btw sorry if you already know this). It is were if you play to frequencies that are just off so like 95hz and 96hz they will interfere with each other on and off and cause a distinct beating sound sort of like what your sound is. Perhaps the harmonic is just off and is interfering with the sound. Its also possible its the reverberation of the string behind your fretting finger.

I just took my strings off, put new ones on and set it up and it was gone.

But hey id love a jazz bass with permanent built in chorus.
 
I had a similar problem with a 57 p-bass. It was because the action was really low and above the 12th fret or therabouts the string would be snagging on the last few frets. Rather than produce a buzz as found on the lower frets when the action is too low, a chorus effect is produced. You could try raising the action but this is not ideal; the best bet is to add some slight releif to the neck.
