Whats the advantage of having 2 tone knobs?

The same as the seperate tone knobs on SG guitars. You can tweak each pups treble output individually if desired. This is not the same tone tweak as shifting pup balance toward neck or bridge. Thats very useful to me. On my sg guitar I set the bridge pup tone rolled off a little more then the neck pups tone control. Mild tonal change as a result. In my experience, the bigger tonal variation on guitars and basses is from altering pup blend with the seperate volume for each pup or the blend/balance knob.
 
i'd suggest using the knobs on the amp first, see if that works.

And an extra tone knob on a passive bass.. well, passive tone knobs are actually "cut" switches. When the tones are all "up", that's your bass' complete sound. Yes, it has all those highs! When you turn the tone knob all the way to "bass", you are only cutting the trebble frequencies. You have the exact same amount of bass you had before.

So, in theory, adding another tone knob would make your bass more flexible as you'll have individual pup control. In real life, it's one more knob that will drive you crazy during sound check!
