A) When is this an appropriate question to ask?
B) When is it appropriate to find it offensive?
Right after you stare at said defect in question and say, "My eyes!!! Arrrrghhh!!!"
What's wrong with MY face?! What's wrong with YOUR face?!
Usually use it as a not-so-sympathetic way of asking what's wrong when someone is looking angry/grumpy.
I wasn't looking at his neck, man.
A:When you are incredibly pissed or are feeling completely mean.
B: Same answer.
Is that a response to A, B, or All Of The Above?
a: when it is bleeding. b: when it is your normal expression.
"Does your face hurt?"
"Because it's killing me."
Any junk-face regalias deserve questioning, how will we know if we don't?

Spelling error...I do it all the time.
A) If you are less than 6 years old.
b) It seems everything can be offensive to someone anymore, so it's always appropriate to be offended by anything.

A: Anytime you feel like it. "WTH is wrong with you?" is also acceptable.
B: Never. This requires a witty comeback like, "I just saw your mom riding a sybian on the internet."
A: When it's bleeding.
B: When it's not bleeding.
