If you haven't heard it, look up the show from Swing Auditorium 26th Feb. 1977 on youtube or better yet, archive.org. They opened the show with the debut of Terrapin Station and it is amazing. Quite a good concert in its entirety as well iirc.

Is it an active bass? (with battery) If so, it could be a leaking capacitor in the preamp. Noisy potentiometers are generally caused by DC voltage being present, which the capacitor should block. If it is a passive bass, DC could also be coming from the amplifier or an effects pedal, again...

I don't know if you'll have any luck finding the gear, but I've seen sets of those same tuners as cheap as $20 on ebay.

It's not really cedar either. That is just another misnomer, like calling it mahogany. Philippine mahagany, lauan, meranti are shorea spp. and are broadleaf trees.

It could be agathis, which seems to describe a variety of species. Pictures I've seen show it to have a grain and pore structure similar to mahogany, which agrees with your photo, so I would say it is probably agathis or some sort of lauan/ meranti/ Phillipine mahogany; they grow in the same...

If it's just for the one string, you could also try a little piece of vellum under the string in the nut, like you sometimes see on violin family instruments. Baking parchment might work as a substitute for experimenting. I don't think regular cartridge paper would be strong enough.
