I recently got a 30" Mensinger/Maruszczyk Cazpar from a fellow TB'er, >$2k new but I was able to score it for $1350. It's got the tiniest-feeling neck I've ever played, along with a small and lightweight body. I think it could check your boxes if you can find one used.
