Looks like a Fender.

The body was painted using the neck pocket paint stick method.

The small round inspection stamps also look period correct fender- ish.

The pickguard is aftermarket. (anodized style => doesn't fit with the original holes)

Looks like the routing on my 69, has the router hump in the lower horn.

Is it 67 or 68 they stopped using the shielding plate under the guard? Im assuming the anodized PG posted here would be a replacement?

Those stamps I've had on a 66, a 68 and a 69 P. Good score. Seems to be a rush job CAR finish as it looks like it does not have any of the usual silver or gold undercoat under the trans red.

Neck: Large C logo => 1968 or younger, tuners are period correct.

Serial number on neckplate: 230891 => 1968 numbers ranged from roughly 213000 to 252000

Body:

Yep! The shadow shows it nicely.

The tug bar holes under the G string are also correct.

Although the pups have been changed (Di Marzio or Ibanez?)

it looks like the ground shield under the pups survived the mod.

So did the pots! These are "overstocked" CTS pots from 1966 (found very often on '68 Fenders)

The cap also looks original (yellow 80-20 D 0.5 50V)

Any imput if this is a fender body?

I was all about this until I saw the JB. I'm not even a JB guy but damn.

Honestly I'm not sure how much better any 68 instrument is versus a 73 in general terms. I would kinda lump Fenders into the 68-73 period as being about equivalent.

Very hard decision because I’ve had that Jazz for a while and it’s not a Refin, but the red one is the Pbass

Keep that Jazz - and wait for a lightweight (if important for you) Precision with original finish and aftermarket pickups for a decent price.
My fav Precision is a 1976, lightweight although ash, wonderful Häussel pickups, straight neck, nice wear. Cheaper than a new US Fender.
