I just got My Trace Elliot GP-11 yesterday and the gain pot turns but the gain does not change any one else ever dealt with this problem. The Master vol works fine.

I think your inactive "gain pot" might actually be the Pre-shape adjustment knob.

My pre shape is a push button. The Knob Has 3 lights beside it two arrows and a dot top arrow says increase gain bottom says decrease gain mid light is where it wants to be set. The Knob turns but the sound does not change at all. I looked at the pre/amp in that link but my pre looks nothing like that.

Looks like the time to pop it open (if you are experienced with that sort of thing) or take it to a tech. Probably a bad connection, or a bad pot.
It looks like the pot is directly connected to the boare the old wave solder thing. Time to go visit a tech I guess.
