That would be $700 down the drain. So-called 'bad electricity' is usually RFI and EMI (if you don't know what they are Google them, you should know) conducted through the amp via your pickups. No amount of conditioning or other doo-dads can remove it, though a noise gate will make it less obvious when you're not actually playing.

As regards the second part about being shocked, most likely one of the circuit legs was wired wrong such that the 'ground' was actually the hot side. Very, very dangerous...

Would at least give you an indication that what you are plugging into is correctly wired - unfortunately in the case you mentioned not unless you could test all the circuits coming near you... 30 years ago the wiring most likely did not have a three prong/separate safety ground as used nowadays...
