Well the old amps that didn't have a power transformer certainly were. You could get the full line voltage on the chassis. Touch something else that's grounded and zap.

Indeed, phase inversion switches were a good idea in those amps. To be fair though, this method, which I think was safe with tubes in fixed bias, definitely cut down on costs.

edit: when I say phase inversion switches, I mean switches that reverse the polarity of the prongs in a two-prong plug for the wall outlet. This way you wouldn't have to worry about plugging it in the wrong way and having to unplug the amp. Of course, three-prong grounded plugs are still king.
