"Backwards" effect?

A reverse delay. Boss makes a few delays with a reverse function there is a couple of old Danelectro reverse delays. A lot of the newer feature rich delays like the Source Audio Nemesis and Earthquaker Avalanche Run probably have reverse delay as well.(I'm not sure about the Earthquaker and I'm too lazy to look).

Edit: I think there are some looper pedals that have a reverse function as well.
 
*googles* For $400+? Ouch!
Behringer makes a super cheap clone. You can mod the old Boss NF-1 noise suppressor easily enough though as it uses the same circuit board -- you just have to swap out the pots and a few caps, and IIRC cut a trace.
There are better options now though -- the EXH hazarai delay thing has a pretty good backwards setting although it's a quirky pedal.
There are others -- PE did a swell effect too. Don't some of the newer delays have that too?

Yeah it's a reverse delay. Zoom would be a cheap option, so would Line6 (M5).
 
If you use a backwards delay, make the delay time as short as possible, set the mix so the dry is 0, then what you play will come through (with a tinyyyyyy delay) backwards.

Yeah I didn't specify but those of us who are saying it's a reverse delay are saying it is full wet, minimal delay time.
