Hi there, I'm looking for a (preferably cheap) pedal that can a imitate a backwards recorded instrument (like Mick Karn's bass in the above track) in a live setting. Can anything come close to this?

Yikes, I hadn't priced them! I've been considering building a clone for a long time but haven't had any time.*googles* For $400+? Ouch!
Behringer makes a super cheap clone. You can mod the old Boss NF-1 noise suppressor easily enough though as it uses the same circuit board -- you just have to swap out the pots and a few caps, and IIRC cut a trace.*googles* For $400+? Ouch!
A reverse delay. Boss makes a few delays with a reverse function there is a couple of old Danelectro reverse delays. A lot of the newer feature rich delays like the Source Audio Nemesis and Earthquaker Avalanche Run probably have reverse delay as well.(I'm not sure about the Earthquaker and I'm too lazy to look).
Edit: I think there are some looper pedals that have a reverse function as well.
a reverse delay is a lot different than an envelope/volume swell pedal since a reverse delay actually plays back backwards
Behringer SM200 Slow Motion is clone of the Boss slow gear sounds just like it and is cheap at around $25 when you find one.
If you use a backwards delay, make the delay time as short as possible, set the mix so the dry is 0, then what you play will come through (with a tinyyyyyy delay) backwards.
