It doesn't make it backwards, but with a little finesse it can sound backwards
The OP is clearly a reverse delay tho.

Hi there, I'm looking for a (preferably cheap) pedal that can a imitate a backwards recorded instrument (like Mick Karn's bass in the above track) in a live setting. Can anything come close to this?

a reverse gate is the effect.. or just a volume pedal ramped up and down between notes played..a reverse delay is a lot different than an envelope/volume swell pedal since a reverse delay actually plays back backwards
Yeah but because slow gear is so expensive there are some clones out there. There's a mooer slow engine for $75 on reverb.*googles* For $400+? Ouch!

Aside from the Boss Slow Gear, BYOC's clone Lazy Sprocket you could try to find an old DOD FX-15. Works quite differently than the Slow Gear (and related clones thereof).
