Best short scale under $1000?

I'd definatley say its better value with more option to buy used or refurbished, you can get 1-2 grand basses cheap that way obviously.

Or did you buy new? :D

I went with unobtanium.

Got to be Fender. Best absolute cheapest hands down is the Squier Jag Short Scale. For just under the 1 grand limit, I'd get the Fender Mustang. If you did some serious hunting perhaps getting a used Landing or Birdsong, but you'd have to be really really lucky.
 
Italia shouldn't be overlooked. They make several Bass models but only one short-scale. The Torino is outstanding in the under $1000 range. Besides the colors shown here it comes in red, white, blue and more:
