I last spoke with him at a guitar show near Akron, probably around 2017, and he told me that he was moving to Florida. I’m only assuming that happened, but don’t know for sure. To be clear, he was always extremely polite and professional with me, and nothing gave me pause about doing further business with him.

Bootleg Guitars Jon Hill Custom Bass FAIL

I had to revisit this thread after checking out this guy's website. The standard of the guitars pictured there looks much better than the OPs but when looking closely at the pics it also looks like several of the glossy finish instruments have small imperfections, scratches, dings. Maybe he's not very good with that type of finish? Any imperfections would be far less visible with the more "rustic" finishes, which seems to be more his style?
Even so, this doesn't excuse things like dots that don't line up properly, messy soldering, etc. Personally I would expect a full refund.

I've have 3 customs and i accept that you can be a bit blind unless you can visit and see his actual work.
The workaround to this is to research his output and promo to see how set up he is.
A friend had a guy approach him and said he built his son a gtr..and would my friend take a look.
He commissioned him on the spot...and the guy delivered.
Not sure of final price but it sounds good on gigs and looks vintage quirky so there are very low key guys that can do good work.
Looking at these pictures, I'd conclude your builder had no real skills at all...not even close.
