can floppy strings affect tone?

In general a loose/floppy string will move more and can over power a tighter string in an unbalanced set. A looser string tends to present more fundamental and fewer upper transients. A loose string also suffers from pitch dive more readily.

A tighter string has a more robust tonal content - generally they sound brighter - and can be set up to be a bit closer to your fret board than looser strings.
