Cell phone memory storage question

I have a SanDisk 2gig miniSD that I bought to go in my Nokia 6280. The phone will only format it with 63MB capacity. I can format it in XP using a card reader to 1.89 GB, but then when I put it back in the phone, it tells me it's 63 MB again. Is there a max limit to what the 6280 will see for storage of vids, etc on the card? How do I use it to it's full capacity in the phone?
