Passive. There are only a handful of active pickups out there..EMG mainly. Duncan and Peavey make a couple, but other than that 99% of the pickups out there are passive.
And yes, 250k pots will cut more highs.

IIRC, though I could be wrong, DiMarzio has never made any active pickups.
EMG and MEC are pretty much the only companies that come to mind for active pickups. Anything else, like Seymour Duncan's actives, should be clearly advertised as being active.
FWIW, two tones and one volume is not possible as the tone controls would both act as masters since they would have to be in parallel, unless you had a pickup selector switch, in which case, they would only function independently when either pickup was soloed.
Or perhaps you meant to say two volumes, one tone instead?
