I heard a sample of the dingwall z3 with glockenklang pre on youtube, and it sounded really good.
However, the price is way out of my budget, so I'm looking to buy an NG3 or C3 to replace my preamp.
Which one would sound more similar?

I think between the two, out of the box, the C3 is going to be more similar to a Glock + FD3 Z, than an NG. But I wouldn't buy either expecting it to sound identical to a Z. Same ballpark, probably.

I have the Glockenklang preamp on my ABI and I really like it a lot. That said, when I had my NG3, it came with the stock Darkglass Tone Capsule. The DGTC is a very nice preamp in its own right. If you were to get a NG3, I would wait a bit before changing from the DGTC. You might be very happy with the results.

What exactly do you mean the base is a dingwall FDV?
I’m guessing you’re a bit confused. The bass is a Z3. FDV is a type of pick up, an alternate to SF2s.
IMO if you wanted to Mimic something similar to this at a lesser cost I’d lean towards a combustion instead of a NG. the combustions rock an Ash body vs Alder like an NG. Maybe go with a PF fretboard vs maple.
from there you could swap in a Glockenklang Pre vs the EMG. You could even swap the stock production FD3s for some SF2. If it’s what your after both are worthy mods.
or perhaps a John Taylor model would give you something very desirable.
On dingwall's homepage, the pickups for the Z3 are listed as FDV, so I thought that was it, but then I looked again and it's a custom line. I had forgotten that I could change it to any pickup I wanted.

I'll probably buy a C3 and use it and if I like it, I'll consider modding it or buying a customized Z3.

Your reggae bass is looking sharp! The inlay stickers made me think of BurningSky’s Rastaburst Dingwall.
There's a used ABZ5 on a European site selling for 2100 euros including shipping which is what people are asking the used import models right now. Kind of makes the import models redundant when a deal like that pops up.Sometimes great deals pop up on used ABs, to the point where it's not a massive jump up from the current going prices for the NG/C (unless you're also looking at those used).
Might be worth trying to hold out for a AB with specs close to what you want, so you can just buy once and not have to spend more later modding.
