Bluewine - you really have two choices: 1) set up your own situation or 2) get involved in someone else's situation.
Route 1 its own headaches but you get to call your own shots. Route 2 may be easier in some circumstances, but you will be subject to the decisions of others and you get what you get that way.
If your goal is to have a gigging cover band, I'd say go with Route 1 - it ain't that hard to gather a group of people to play covers.

I don’t have a lot of experience, started kinda late in the live-band scene, mostly because I’m not even a live-band person at heart, but I can’t seem to stay OUT of a band, and it wasn’t even planned.
Without getting into my life’s details, I’ve got lots of PA gear, and a comfortable well-equipped rehearsal studio, drum kit, guitar amps, recording capability, etc.
Seems, at least in my case, having the PA and a jam room is like having a vehicle to a buncha hitchhikers.
And I’m not talking about a bunch of hacks, either; I’ve been consistently playing with musicians I otherwise wouldn’t have the opportunity to play with, but most musicians have their personal gear, and that’s it.
You get the rehearsal space and the PA, you’ve got musicians, and you’re in the band.
At least that’s been my experience.
