To minimize tear-out at the circumference of the hole being drilled, use a sharp brad-point or Forstner bit (not a metalworker's twist drill), let the tool do the work (i.e., use minimal pressure against the drill), and slow down as you're completing the hole.
If you're worried about "blow out" when the bit emerges, position a sacrificial piece of solid stock against the back side of the piece being drilled to support the wood fibers where the bit breaks through the wood. To prevent blow-out while assuring the hole is drilled in the correct location, drill a small pilot hole from the inside of the control cavity, and enlarge the hole to its final size by positioning the center spur of the brad-point or Forstner bit in the pilot hole and drill to final diameter from the outside into the control cavity.
