Dual Truss Rod Adjustment

Hello Everybody,

New member here. I wanted to ask if any of you knows the correct way to adjust a dual truss rod. Also, do you know which rod affects which part of the neck

I have a fretless tobias growler with a dual truss rod and I am having some problems with the action. I am trying to get it as low as it can go without buzzing. I've lowered the saddles as far as they can go, and the area from the 12 fret on to the end of the neck is still pretty high. The area of the 1st fret on to the fret is pretty low and there is relief in the neck. I was wondering if I adjustment one truss rod and not the other, it would help my problem.

Does anybody know what might be going on?
