Originally the Fender Precision bass needed neck removal. If I am not mistaken also the Mustang bass in the sixties needed neck removal and definitely the Japanese Mustang as well.
I think Fender is sticking to the original vintage specs on some of their bass model just to be "vintage correct".
However I agree it can be annoying to have to remove the neck to adjust the truss rod.
As i wrote on a previous post, neck removal to adjust truss rod for me it's a deal breaker.
Pretty much every American made Fender pre 1995, and a lot afterwards have the adjustment at the heel with no access route. Later, they started adding a small route to ease the process. Either way, I haven't found it to be a big deal. For most without a route, I can unscrew and shift the pick guard and get in with a tool (philips screw-driver or a hex driver depending) and not have to remove the neck. I've seen a few where that isn't the case, but in the main it's not a big deal.
As for the "why", early Fenders were assembly line instruments made with some crude (by today's standards) automation. Ease of manufacture had a lot to do with it. There's also the fact that the neck is marginally stronger with the adjustment at the heel, leaving more "meat" at the headstock. Either way, there's no denying Fender's success

I look at my CIJ Mustang and it looks like the Trussrod is marginally accessible....it's never needed adjustment, thankfully. It helps that the 'Stang lives in an area where the weather generally very stable.
I live in the Pacific Northwest, so some basses need adjusting fairly regularly... Trust me, a neck-heel adjustment is NOTHING to be worried about! With my typing skills, it's probably taken me longer to write these two responses than to adjust two basses!! Seriously!

Well I have just returned from the hospital. Again. May be I can be left alone for 2020 and get things and commitments done for a change. Good to be upright again.

Yep. I had a ‘68 back in the day and neck had to be removed, which I recall onLy having to do twice in the six or seven years I had it. You could also get to it by removing the PG only IIRC and used a short screw driver. Either way, it wasn’t all that big a deal as the neck was very stable.
With a drill press and a Forstner bit it would be very easy to make a truss rod adjustment channel. A little flat black paint to dress up the bare wood and you’re golden.
If it has to remain original for whatever reasons I guess that would be an issue. Done right it would look like the current full size offerings from Fender.

For all you Mustang PJ (or American Performer, Vintera, or MIJ/CIJ) owners out there who haven't wanted to shell out almost $200 including tax for a hard case, run over to the Woodwind and Brasswind Website ASAP. The cases are marked down to $150, and they have a 15 percent coupon code (LASTFLASH19) that takes them down to $122.50 plus tax (shipping is free to the U.S.A.). Other than demo/floor models, this is the best price I've ever seen on them.
I jumped on three of them right away. I have several Mustangs and a Musicmaster that have badly needed cases for a while. I would have got more, since I am sure I will pick up more Mustangs in the future, but that's all I wanted to spend on hard cases at this time.
Just yesterday, with my sales rep at Sweetwater, I was trying to work out a package deal for three of these cases. Even for three, they were only willing to come down to $175 each. My total would have been over $580 with tax. I got the three at Woodwind & Brasswind for about $160 less.
FWIW, these cases are not only shorter, but narrower, than normal Fender bass cases. They are a great improvement over carrying your Mustang/Musicmaster Bass in a regular length Bass case.

Thank you for the tip. Unfortunately, their site is virtually dead... While there was a few functional headers, almost nothing works. Not even when finding the article via google could it open it correctly.
I use an iPhone, 18 months old.
The site works fine from here. The shipping cost to Sweden would probably negate the deal anyhow. I'd just find them from a local retailer.
