Flying Drones are becoming a life threatening problem here in California.

If I was the homeowner and even once one of the firefighters had to say "Wait, what, I didn't hear you over that stupid drone" then it was justifiable. I wasn't there, can't pass any judgement.

I've seen a bunch flying around and they have all been very loud. Where I go trail running I've told the one guy from a start up whiskey company that if it goes down and starts a fire I'll be the first to tell the firefighters and police that he was flying it over a section that was fenced off to allow for vegetation re-growth (the hiking/running path is supposed to contain all the traffic). Let's start a fire in a park that burned 8 years ago and took 300+ houses with it, brilliant. They use it for marketing and had no idea what they were doing. How about a nice football or baseball field instead?

I'm not against drones, I'm against idiots with drones.

And exactly how would a drone start a fire? They're just plastic, a battery, four or more electric motors and sometimes a camera. I'd be more concerned with some runner dropping a cigarette butt than a drone starting a fire.
 
Just noticed that a boat on the trailer is burning in upper left corner. Now that would really bum me out if I lost was my boat and car at the same time.
I think that there are some excellent uses for drones that may save lives. But so far I have just seen or heard about idiots who are flying these. In years to come
drones are going to get more plentiful, bigger and more sophisticated. So far the issues have been lost of backyard privacy, interference with first responders and drones flying in the approach patterns of major airports. The lawmakers need to get on top of this.

is there some sort of universal "jammer" that law enforcement or first responders can use to possibly aim at or towards the drone that will immediately render operator control useless?
Just aim and crash it.
^This seems like the best solution to disable them. But I don't think they can do that until laws are in place to make it legal to bring one down.
 
Aborgman:-
(1) You don't need any kind of "runway" space.

There have been model helicopters for a good while now.

(2) They're easier to fly than a model plane....

Some model planes are easier than others, I am sure.

(3) Model planes of old generally didn't carry cameras....because you couldn't hover.

More that you didn't have the payload to carry a worthwhile camera and that taking badly framed shots was expensive before digital.

(4) You can fly a drone in less required space than a half-decent model plane.

I think the real difference is that model aircraft used to be line-of-sight as lightweight video cameras either didn't exist or were too expensive. With drones you can use 'first person' views which is conceptually easier for humans, and go out of line-of-sight.
 
A couple of interesting drone applications ...
Fly by inspection of large scale irrigation systems, look for the dark green patches, those are the leaks and a waste of water. Got a friend working that now.

One company is working on the ability to take a layer off a CAD drawing and turn it into a flight plan. So autonomous inspection of large scale construction. Skyscrapers, bridges - review of in place bridge support structures. With 100% accuracy, 360 degree inspection that take a minor fraction of the time it would take manually. Remember the I-35 bridge collapse ? Give our current level of infrastructure and maintenance spending that movie will play in a town near you one day...

One local photog uses a drone to get POV footage of potential new tower construction. Basically he flies a spiral pattern the size of the tower and shoots continuously. A review of the footage shows the area that may be affected visually by the tower. He's done it a few times now on both sides of the constructor/community equation.

Snowmobiles are amazing devices for winter rescue/safety work, yet every winter some yahoo knocks himself or his buddies/family off by being stupid in avalanche country. Jet skis are amazing tools for harbor maintenance, and water safety/ life guarding. They are also incredible dangerous in the wrong hands ... Common sense isn't actually... Sort of the same thing with UAV's. They are wonderful tools and yes they are available to the general public that sees them as toys... Just like snowmobiles and jet skis..

They are also beginning to be used in agriculture. There are changes to crops that are hard to see at ground level that indicate issues with things like water management. It's prohibitive to have actual aircraft, but regular sweeps by drone are being used. And for things like forestry, and also search-and-rescue as you could send out a f thfour drones to find someone lost on a mountain for less than the cost of a helicopter, find the person more quickly, then send the actual rescue helicopter direct to the person. If communication is an issue you could potential deliver a mobile phone or radio too.

There is also an open-source drone effort for disaster relief, to provide detailed assessment or mapping of an area where roads are down more cheaply and quickly, again while full-sized helicopters concentrate on rescuing people or moving cargo.

There are better ways to instrument bridges to detect potential collapse which give you 24-7 reporting which is more responsive and efficient than drones, but they would be good for additional visual inspection.

Like I mentioned earlier, there are excellent uses for drones. But in cases you named above, a skilled trained operator would be at the controls. Not some bozo who bought it on the internet and flies it with no training because he just thinks of it as a toy.

Very much so. And over a farmer's field is a different environment to a fire. I can see they might be good for looking for forest fires, though.

If the battery is LiPo, it could cause a fire if the battery is punctured in a crash. LiPo batteries are quickly becoming the norm in RC because of the increased runtime, lighter weight, and kigher amperages. One of their issues is their volatility if the battery cell housing is damaged. The chemicals can flare up fairly easily. The battery manufacturers recommend that they be charged inside a protective case to prevent burning down the owners house if there is a battery problem.

Which is, really, quite unlikely. Not impossible, I'll grant that but very unlikely. No worse than other technologies. I've crashed model airplanes with these batteries at very unfortunate speeds with the batteries surviving just fine. The ones used today are 'smart.' Packs will immediately disconnect and 'go around' a cell that's showing thermal trouble. Still, damaged lithium polymer batteries are somewhat hazardous and definitely could start a fire.

Answering myself, there's a commercial proposition here, as in the UK there's a non-trivial risk of trying to build something in a field and discovering that there is something of archaeological value there, which has to be investigated (not always by Tony Robinson and his friends). So if you can build your thing in different part of a large field it can avoid a lot of time cost as a band of roving archaeologists may not be available at the drop of Phil Harding's slightly sweat-encrusted hat.

Yes. The readiest method is to just turn on another RC radio that happens to be on the same frequency as the drone. Try your luck. Or, you could try a focused microwave beam......
