As to the first question, I can only assume that in the quest for most players to find and acquire smaller, lighter, and more accurate/transparent cabs - and with the advent of 12", 10" and even smaller drivers that can provide seriously deep bass - the 15" driver for personal bass amplification might be obsolescent for most. But he'll probably give you his take if he sees this...
As for the HPF, the manual indicates that it has "a precision high order active high pass filter" in both Magellan amps. I don't have the specifics of what the frequency, slope, etc. of those filters are, but one would assume that it is low enough to ensure that high-gain active electric basses with low B strings still have plenty of guts (because they do).
