100,000 mid-to-mid-upper level managers that sit around making up red-tape rules and more paperwork for the non-existent physicians they can't hire due to their own salaries must be paid.

I know a physician that quit due to this very problem. As it stands, the organization can not self maintain as it is bogged down from within.
