Breasts in men is caused by something called gynocomastia. It's due to too much oestrogen (the female testosterone, in case you're not sure) in the body; it's a fatty hormone, which is why women are a lot bigger than men.
And when I say that, I mean they have more body tissue. It's just because of how people are made up.

Actually, even I couldn't believe I posted that, but I was super bored...I guess it was a half serious warning for kids and was supposed to be funny in a cranky old man 'on a soap box' kind of way...I dunno...it's not total crap though, I didn't make any of it up. It comes from an actual medical doctor who happens to be an addiction medicine specialist (okay, I listen to way too much 'Love Line' with Adam Carola and Dr Drew)
