It could be that the seller is honest but wrong, or he could have done the minimum of research and just gone with the first thing that seems plausible or close enough. It could be just someone's project parts bass or an intentional fraud. Either way, I'd steer clear unless it just happens to play fantastically and very cheap.

Around here, we see a lot of gear that is clearly being sold by people who aren't musicians but have received the gear in trade (or some other way). They don't know much about it, and they tend to get cagey when asked further questions. Sometimes you get the sense that they were mislead about the value of the gear that they were getting, and aren't too happy about it.
