Probably more common than you would think. My Classic Vibe jazz just had a plain maple neck but my VM fretless has a wondeful flame character in the neck, especially at the body end!

How is it possible (VM Jazz content)

Nice my '95 MIM P-bass has the same spots on its sunburst body. Tobe honest I always thought they were cheap blemishes but this is good news indeed.
I used to work in a furniture factory. When you get a big lot of wood, you get some nice surprises once in a while when you cut into the wood. (You also find some plain looking grain, knots, etc.) Also, birdseye is not particularly uncommon. Anyway, that's a nice looking neck. Take good care of it! 
It's true that birdseye spotting is not that rare. It's the ones with a really tight figure or deep, vibrant looks that fetch the higher prices and get used on handmade basses.
