I may be wrong. Perhaps there's evidence suggesting this is a useful tool...more useful than a human finger doing the same thing.....but that seems like one of the dumbest things I've ever seen.I just use this http://www.stringstretcha.com/index/index.php

Wow! That’s pretty crazy. I do believe that new strings should be stretched but it should be done more gently and carefully. I gently pull up on each string a few times at the 12th fret and then retune. I repeat that a few times or until the stretching does not cause the string to go flat.
