How to fix downward pitch on solid body bass

Hey all,

Wondering if anyone has any tips or solutions for a solid neck/body bass with a downward pitching neck. The bass is a 4003 knock off. The neck pitches back behind the body a little. To compensate for this I have shimmed the bridge up with a 1/4" piece of birch ply cut in the same shape as the bridge. I also set the neck as straight as I could from the truss rod. This has helped a little but wondering if there is any way to straighten the neck out to be more in line with the body.

The biggest problem is getting a low enough action. If I play frets 12-13 or higher with a low action I get buzz or flat out dead notes. It's playable right now, but could be better.

As a side note. This bass is more of a project bass than anything. It's not a daily driver nor have I brought it to any jams/gigs
