Update: I finally got some time to revisit this. Turned out that the capacitors weren't as well matched as I thought and I'd left out the active feedback. Oops.

As far as I can tell the notch is actually deeper than shown here, it's just that it's so narrow it's getting missed by the limited resolution of the measuring software.
