Not according to the traditions of the grand and glorious state of Texas (Motto: we're all going to Wal-Mart in shackles.) According to the illustrious Frank X. Tolbert, chili was invented there in San Antonio in the 1800's, and beans were traditionally not used in it. So chile started without beans.
Since then, other less grand and glorious parts of the US have contaminated the purity of chili by adding beans. I like the version with beans better anywho.

Depends. If you already have high blood pressure, the sodium content in chili won't be beneficial. It would be a long slow death.Turkey chilli... Veggies... Beans... I just can't get enough... I want to start making it like 4lbs of turkey at a time... And eat it every day for dinner. What can happen? Will I die?

This is gospel truth. Anybody who says otherwise is a heathen who should be condemned to eating unseasoned okra forever and ever. Chili always has beans. It doesn't have to have meat in it. And it always has chili peppers of some kind in it. Everything else is negotiable. And remember, this is absolute, unquestionable truth. Texas is a province of Chile. It just doesn't know it.
Beans without meat? That ain't chili.
