high velocity .177s will (over 800 fps), but only with the right pellets and head shots.
.22 shorts will work well, as will any of the various subsonics. (out of a rifle of course). Theyre quiet, but you just have to watch your backstop.
Have you considered archery? Bludgeon tips, field points, broadheads, they all work, and with amazing effectiveness.
Blowguns work well too with small game tips. Theyre even more effective when theyre homemade and shoot broadheads made from exacto knives and light dowels.

(oh and nick... .22s are extremely powerful on small game. One shot dead in their tracks kills are easily achieved on critters up to the size of beavers, all it takes is good shot placement. Rabbits are very fragile animals, one shot in the chest or head will roll em easy.)
