Sure. The effects loop on all Markbass heads is in parallel with the clean direct signal. That means that if there is a break in the effects loop you still have the clean half of your signal; however the total signal level is halved.
If the effects loop sockets are never used the contacts can become contaminated leading to an open circuit in the effects loop. I'd always recommend going through non invasive checks before involving a tech. In this instance it's not 100% there is a fault as the user is new to Markbass amps. However, if it turns out nothing improves the situation then a tech is the correct route. Or a return to the seller.

It does seem strange that your MB combo is significantly quieter than the Rumble. Are you able to post a photo of the control settings on your MB combo? Markbass EQ will be different at noon to the Fender; also make sure the VLE and VPF filters are off to start with (fully anti clockwise - not at the noon position).
Another other thing to check is that dust/crud in the effects loop sockets isn't reducing your signal level. A fault in the effects loop will halve your signal level. Do this by connecting the send and return sockets with a spare instrument cable or effects patch cable. If you don't have a spare cable insert and remove a jack plug a dozen times into the send and return sockets to wipe the contacts clean.
Thanks for the advice. I made sure I wasn't using VLE or VPF while I was playing, I tested the volume drop with those already and it was quite noticeable. I can try the effects loop thing too. Messing around with the eq definitely helped with being heard (and tone), but the overall volume just wasn't that great.

When I get a chance, I'm definitely gonna go try out some other 300w heads. It'll be a few days but that's probably the best option I have. I'm a college student and can't afford to spend much more money XD

FYI: If Amp is faulty [may not be] the person who sold it to you knew it. Leave Amp powered up for 24+hours and then try it again.

It took my amp about 6 months to get to that point[full power after 24hr+] started as just turn off and on again and worked fine then 10 minutes after re-turn on 30 minutes 1hr Etc.
 
My GK 210 combo was not expensive at all. Probably about the same as the markbass, but I’m just guessing. It sounds great and pushes plenty of air.
They are about the same as markbass new, but it seems that markbass is much more saturated in the used market. I found the markbass listed at a guitar center, but I can't find that many GK's around me, or at a similar price point.

Well since it's from guitar center, if does happen to be faulty I'll just return it. GC has it's (many) flaws, but can't complain about the 45-day grace period.

Well, there’s a member here who builds a jam-up HPF that I think would help you with volume issues. FDeck. If it didn’t help, you probably return it. That’s the most cost-effective solution. It’s a nice piece of gear.

Otherwise, will that combo support an extension cab?

It does support an 8ohm extension. So probably a 210 or 115

Well it's really only the volume I wasn't impressed with. Other than that I think it's pretty nice. You have a point though. I'm taking my time with it.
Well, you implied that a Rumble outperformed the MarkBass which I have a hard time swallowing. It seems that something is wrong with your MarkBass amp. If volume is the issue, you should have it checked out, IMHO.
 
What would you all choose between a good condition CMD 102P (Combo Head II) for the same price as a Rumble 500w combo ~$650? I haven't gotten to play through the MarkBass but it feels almost wrong to spend the same amount of money for a combo from 2016 vs brand new now.
