The latter is exactly it. And generally there is a good reason for it. I've heard so many people say things like "Doesn't anybody here speak english?" in an outraged tone in restaurants in France that I dont disagree with some remarks the french may tell tourists who make no effort in the least to learn common french words like Merci or S'il vous plait.
That makes sense. I couldn't imagine speaking any arabic, comming to Australia and yelling in arabic.
As for an asian decent lady speaking with english accent. We have a news reader here who speaks absolute pure english but obvously is from china. It does look very funny but it's just a stupid mindset.
I'm sure a white round eye speaking with a pure chinese accent on chinese TV would look funny too.
One of the guys I work with here is chinese but he have a very strong aussie outback accent. The fist time I ever spoke to him was on the phone and then when I met him and he spoke I just about fell over. He looked like a puppet!!!!
He's more of an aussie than most aussies!!!
