It's always the one who retaliates. Couturier walked the line, but Malkin crossed it with the headlock.

Yep, walked the line. Not every two-handed stick shot is a cross-check, just like not every stick that hits up high is a high stick. Couturier is doing exactly what Dan Carcillo, Brandon Prust, and Chris Neal do (and exactly what Matt Cooke used to do before he was reborn): he gets under people's skin and walks the line between irritating and committing penalties. What he did would get called occasionally, but for the most part, Malkin has to either ignore it and beat him on the ice, or drop the gloves and settle it like a man. He chose to retaliate, and like in every contact sport, the one who retaliates got called.
