Women overtly displaying their "stuff" in the faces of everyone else while expecting them to act as if it is not happening IS hostile.
Let's reverse the roles......suppose I walked around with a full erection all day (contained within my pants but still obvious to even the casual observer) and expected everyone to dismiss it as "natural behavior" and act as if it wasn't there at all....would the circumstances/behavior/effect on others be considered the same as a woman flaunting breasts with erect nipples?
From a female perspective, I agree. They know exactly what they're doing. There are bras that could be worn for a "cold office." Sounds like a means to flaunt power (if you ask me) and to tempt you into something you'll later regret.
