It's a dense closed cell foam.
I've bought black door seal foam at Home Depot. It should be trimmed to the correct width and height. I recall Mark @Vintage-Blue had a jig for cutting the material for his cabs to the proper dimensions. He might be able to provide a pointer to what he uses.

These are the "washers". As you can see they are bent, to allow contact. Any thoughts on where these can be found?

It seems like as long as you could find a same size/thickness washer you could easily bend it to work.
You are looking for a Spring washer, Lowes, Home Depot, Harbor Freight or Auto parts stores should carry them. Just look for the size you need.
I think these are brass or copper? Maybe they will have them in different materials. My local Ace hardware has a huge room with two aisles of screws, nuts, bold, etc, I should just check there…
Not always the same. It needs to be able to recover it's shape. Some washers will just collapse after pressure is applied. You need spring steel to keep the resistance up, the "spring" as it were.
Those are brass, They may make some out of copper but they won't work. Ace does carry the ones you need. I've gotten them there for other projects.

I think the brass thing is not electrical but a lubricanting issue, the brass wears better. I think they are also used to add a little resistance to the knob to keep it's place. Nylon would work I would think, but IDK...

Doing more research, they could be made from beryllium copper. That is used in spring washers as well as high carbon steel, spring temper phosphor bronze or stainless steel. I'm thinking the copper or bronze.
I used speaker gasket foam strip on a PF210 cab and a B15N. Works well. Should work on yours. Found it at Parts Express.

I'd start by measuring the inner and outer diameter as well as the thickness. Assume Imperial measures rather than metric.
You might try mcmaster-carr: McMaster-Carr or some other material.
They are sometimes called shim washers and are used in ball bearing assemblies to apply pressure. Auto transmissions use similar parts.
A source that I buy from is aliexpress.com in China. If anyone has it, they will. Their prices are crazy low but shipping is slow.

Any reason you can't leave it off? Is it for spacing the knob away from the panel? If the knobs have a set screw, I wouldn't think you need the washer/spacer. Position the knob where you want it and tighten the set screw.
Otherwise the spring washer is a good idea.
These (I'm told) are to prevent static that sometimes happens (and does on my V4B) on the V4 series amps with the aluminum knobs when turning the volume or tone controls. Since I own a V2, V4, and V4B with the aluminum knobs, and 2 of three of them have these washers under all the knobs, I believe they are supposed to be there. Only the one without had the static when turning the volume.
