Maybe not. If you are prepared to spend that kind of money, you really, really want to believe it works, and you probably will believe it, even if it doesn't do diddly.
Also, high prices alone fool people into believing things about products. "it's expensive- it must be good."
People are funny like that, and marketing folks know it.
And ego or self-image plays a role, too; even if there is no improvement, many people will tend to want to believe as an affirmation of their hearing ability or the quality of their instruments or gear.
Can you make a bass rig sound different when you change the power cord? Absolutely. But you can make it sound just as different without changing the power cord, too. Sure as you can make it sound the same with different power cords, too.
